No demand?

Yes, even with no demand you can still "force" high density residentials to build up by activating tax reliefs for high density residential and lowering education standard as people with lower education tend to have higher birth rates ( it should be correct from what I tried ) It builds really slowly though like about 1 building per 5 mins or so.

Keep in mind that whenever you have zoned but unbuilt areas in all 3 sectors (or empty workspaces) citizens will slowly keep joining your city or maturing and moving out and getting children. As long as theres workplaces and the industry can reasonably sell their goods (either to commercial or outside connections) you will do fine.

Big thing to not that it is a percieved 0 RCI. If you have empty lots zoned, any new demand will instantly be fulfilled.

So here is my first proper attempt at a city...

I'm making it a super long city. The two long roads with the largest buildings are my two main streets and extend the entire length of the city, the two roads closest to the camera are the industrial streets and yes, the roads connecting to the highways in the right are a complete mess. It's basically just temporary until I expand a little more.
The dam at the top of the screen is completely useless and generates no power but I like that street that I built up around it.
As you can probably guess, traffic is a big problem but I have free public transport all over the city and it's quickly sorting itself out.

I'm currently in the middle of planning this, but imagine a large central park in the middle, surrounded by low density commercial stores and some old buildings ... Springvale Central, the central and historical administration district of Springvale Woods which was mostly destroyed in a war....
