I understand that it is apparently already possible to find races on tomb worlds, but that they are adapated to the conditions of the tomb world. What I would like to see is normal pre-FTL civs on tomb worlds.

As things stand I believe the final stage a pre-FTL civ reaches before joining the galactic community is the Early Space Age, and I'm not suggesting that existing progression be changed. It should be possible however for civs to spawn on tomb worlds in a 'Post-Catastrophe' age. The catastophe could be anything; nuclear, climate, asteroid; but the key thing is that the civ would for all intents and purposes be a regular species, with a normal planetary preference, and a government type along the lines of anarchy. They wouldn't progress like other pre-FTL civs, but otherwise you could interact with them in much the same way.

Tomb world - there should be a distinction between a
"Tomb world" - from a Progenitor race (burial ground or whatever), a holy site
"Wasteland" - due to global destruction from warfare (on the planet or from orbit), or from some type apocalyptic accident

That sounds like a good idea. I'll admit I have yet to do anything more with tomb worlds in my games so far than just scan them.

some progenitor races get unhappy if you settle on tomb world currently... which makes no sense to me if it was a world where some idiotic race (even pre-spacefaring) bombarded itself into oblivion.

Yet another reason why there should be a type of world separate from the vanilla 'tomb' worlds, more analogous to say the Krogan or Drell home worlds in Mass Effect. That is, there is still a sentient race on the planet, but the world is in anarchy and unable to develop.

I've got some ideas for a planet types overhaul mod simmering in my brain right now, and I really like the distinction between a "sacred burial ground" (like Korriban for the Sith, or an elephant graveyard) and a "desolate wasteland" (induced via Apocalypse scenario).

Different types of wastelands would be cool, too. Thinking of Fallout vs. Mad Max, or a plague vs. asteroid extinction event.
