Possible to change settings outside of game?

So I kinda screwed around with my settings in CKII since getting a new monitor. My previous monitor used 1152 x 864 resolution and this one uses 1920 x 1080, so I figured I should boost that in the game to match. I changed that and I accidentally hit the setting below it concerning the refresh rate I think? and I think I set it at uh 30hz or something. Issue being now my monitor goes to a blank screen saying D SUB OUT OF RANGE or something. >_>'

Any help would be appreciated.
