Possible new mechanic for EU4 and CK3

I've had an idea while I was playing to EU4. When you waste all your manpower it would be very interestenting to have an option to increase it (apart of exploiting the manpower) just with one click. The way to do this could be to activating same penalties (-10% goods produced or -10% national tax modifier for example). The explaination for this would be that the people working in the farmlands could leave their work and join the army so there are not enough people to work in the crops properly.

I can't find any sense to the feature of exploiting the development. I think that my suggestion is more realistic.
