In my most recent game the nomad fleet asked me to settle on a planet within my borders, and I agreed. They got 3 Pops on the planet with the spiritualist, Individualist, xenophile ethics, but their empire has none. Is this normal, a bug or an oversight by the devs? This is the first time I had this outcome of the nomads.
