I am playing a game as Sweden. It is 1910 and my economy is good and my population is quite happy. My researchers are not outstanding but not too bad. My only weakness is that my Prestige level is -186 (due to a humiliating peace with Russia in the 1860's).
The problem is that I am not having any technological events, not at least, any military so I am still stuck with old-fashioned Man-of-wars. My troops are also a bit backward, I can only build the original attached brigades for example (art, guards, regular).
I suspected that something was wrong and to check that, I edited the save game file and set my prestige to 10. Immediately I started to get scientific events, and I was able to build Steamer transports and Ironclads, but as the game was in its later stages, I never caught up with my competitors.
The game seems very unbalanced in this regard (if it's not a bug). If you have a humiliating defeat early in the game, you can never build modern ships again. Could this be a bug?
I have the original save game file from 1910 if it could help. Please just contact me If you would like to have it.
