Possible Bug, vassals splitting demise on death even with primogeniture succession both for kd + Emp

I have Agnatic-coagnatic Primogeniture succession both for my empire and my kingdom titles(1 of each)
However every time one of my vassals die they spread out all of their titles to all of their children as if it was set to gavelkind.
At first I though maybe it was an issue with the being in another kingdom and that kingdom might be set to gavelkind, so I did a test and gave one vassal 4 titles in england(my kingdom title with primogeniture). When he died he ended up splitting all his titles to his children rather then giving them all to his heir. (he had 4 count lvl titles)
This is problematic as I then get stuck with 4 vassals instead of 1 every time one of them die and I quickly go over my vassal limit. I also don't want to give them a duke title as I have them sharing the same duchy that I have and don't want to deal with the -relationship modifier. So instead I split the territories I don't want between multiple vassals and make it so that they never have enough to create a duke title. I also insert the strong counts into weak dukes titles so they fight each other and not me. And since the counts have more land then the dukes the dukes lose.

Is there anything I can do to fix this? (The splitting of titles on death)
Is it just a bug? (it used to work fine in the past, but I haven't played in many months)
Did something change that makes it so all vassals always split their titles?

Just because your kingdom and empire have primogeniture succession doesn't mean your vassals will also all have primogeniture succession. Counties especially tend to default to gavelkind.

Just because your kingdom and empire have primogeniture succession doesn't mean your vassals will also all have primogeniture succession. Counties especially tend to default to gavelkind.

You can check the exact succession form vassals (or anyone else for that matter) is using by hovering your mouse pointer of the coats of arms of their tiles. This will also show you a short list of heirs and pretenders. Note also that there can even be differences between various titles held by the same person.
