I mentioned this (possible) bug on the wiki two days ago, but I haven't received any response so I'm re-posting it here.
I apologies if this is an already known issue. I skimmed through the first 2 pages and didn't find any mention of it. That being said, here is the quote from the wiki article:

There might be a bug with the position of the technologies in the Robotics category. In every other category the five technologies of the first tier are assigned completely random positions, but the Drone Hub technology of the Robotics category is always at the 5th position.

This occurred in all 5 games I analyzed and was also the only time a technology was at the same spot more than 3 times. The chance for this to happen randomly is 3,9%, a statistically significant result.

Another interesting data point is that 2 of the games had CO2 Propulsion unlocked, a Robotics tier 2 technology and it was always at the 10th position. The sample size is too small to make any definitive statements, but it's does at least corroborate my hypothesis.

Since posting that article I've watched another, different lets-play and it too had Drone Hubs on the 5th spot. That shrinks the possibility of this happening by chance to 0,797%.

It would make sense that there is logic to prevent endgame techs from showing up earlier. Perhaps some of the more early game techs have logic to make sure they show up sooner. Like guaranteed to show up in the fifth slot.

I did consider your hypothesis that this was an intentional decision from the developers, but I just don't buy it.

Why did they single out this technology? (And according to all data they did single it out: 0,797% and all that). I mean it's o.k., I would rate it a solid B tier; But better than Earth-Mars Initiative, or Low-G Hydrosynthesis? I think not!

There are some static techs in the tech tree. For balancing purposes some of the techs are not randomized playthrough to playthrough. The Drone Hub is indeed one of them.

Is there any other static tech other than Drone Hub?
