Second, if you attack a nation bordering another nation, that 3rd nation should be mad.

What if the 3rd nation hates the nation you attacked or is already at war with it? What if US and Germany are allied and you attack one? They are far apart but they should be mad when you attack their ally.

Let say attacking any nation raises your direct neighbors by 2, and all others by 1 (Or 3 to 1 we can think of something). ...
that is 1 BB point raised in the UKs eyes. (plus territory exchange) but it is 6 to Austria (2 for being their neighbor, plus 4 for attacking their neighbor)

There's what, 100/150 nations in Vic? And they each have a BB value towards every over nation? That's a lot of numbers to keep track of.

1. Yes, they wouldn't add much BB to you since they are far away.
2. Fair enough, what about your allies though? Should they get BB from you for attacking your enemy?
3. It doesn't matter where you put it, it's still a lots more numbers to keep track of.
