I recently played a round of HOI4 with at friend who had bought some of the expansion packs. This allowed me to try some of the new features these packs introduces, which is a great feature!
While I did find some of the features very interesting and sufficient to bring some new life into the game, I am not to interested in any of the new focus trees and as such, buying the expansion packs would se me paying quite a sum of money for very little content I am actually interested in.

So my question: Has there been any talk about a content/feautre pack, that introduces the actual gameplay features (such as "buying" commander traits), while excluding new focustrees?

Focus trees are probably the least interesting aspect of the game for me so I would be totally on board with a feature pack that was just that, without any extra focuses

I very much doubt it.

I am the opposite of you and find focus trees add a lot more replayability and I would guess that a lot of Paradox supporters are the same. Mechanics updates are from what I understand a lot more difficult to implement than content packs so I am not sure if the effort vs reward would make sense for them to put together a bundle of new features. Also if they announced an expansion pack with only updates to mechanics people would be baying for their heads for not updating Soviet Union or Italian tree once again.

If Paradox were to decouple the existing paid features from their DLC and bundled them into one feature update I am sure they would be worried about pissing off a lot of people who paid full price for all the expansions at the time. Personally I wouldn't care as I bought them mostly for the content but there may be people like you who prefer the features but forked out the money for the full DLC who would feel ripped off.

I could be wrong and the only way it would be possible is people like you expressing their desires for it to show it is worth their time. Until then I am sorry to say the only option would be looking at some of the features you like the best and waiting for a sale.

The expansions are not just focus trees & new mechanics. They also include bug fixes, Ai, Ui and code tweaks and fixes.

The expansions are not just focus trees & new mechanics. They also include bug fixes, Ai, Ui and code tweaks and fixes.

Those get included in the free patch, however, so with regard to the OP's request it doesn't really apply. The focus trees, events, decisions, and mechanics are what are locked as DLC content.

I'll admit that I consider it fairly unlikely that they'll actually get included individually, but every now and then Paradox puts mechanics back into the base game after later DLC come out (EU4 saw this happen more than a few times, for instance).

Its worth bearing in mind that focus trees are very cheap and easy to produce. The last focus tree pack just had like one guy working on it, plus the art work.

Mechanic improvements are a lot more work, that's why we don't get many. The focus tree design philosophy actually holds hoi back in this respect as every single new feature implemented has to be comparable with every single focus tree that's been made.
