I love the disaster mechanic, but like peasant wars and civil wars, positive things could also happen to a nation. I'm thinking of a bonus to tech cost, like an innovative period, or a "rush for the new world" period that promotes colonization. Examples:

Rush for the new world/colonization rush:
- Diplomatic technology is ahead of time
- At least 2 colonists
- ......

+5% settler chance
+20 settler increase
(-10% tax efficiency)

Renaissance:
- Is Western
- Prestige is >75
- No more than one tech behind in ADM or DIP
- Ruler has at least 3 ADM skill
- Ruler has at least 3 DIP skill
- Income is at least 40 ducats

-1% yearly prestige decay
-10% idea cost
-5%/10%/15% development cost

Peaceful Nation
- Not at war
- No truces with any nation

-5% technology cost
-10% development cost
-20% stability cost

Perhaps keep disaster for the negative ones and take something like golden age for the positive ones? They would have to be distinct from each other anyway since it wouldn't be appropriate to show a red alert with flame for an upcoming golden age.

Trouble with that is that I don't think theres enough menu space to support them seperately, it would be better to call them something like major events but that conflicts with normal events.

A few more ideas for "positive disasters" that I can think of would be the scientific revolution and the enlightenment.

Yeah, i don't think they should be called disasters, but just called them that way to show that they could use the current system.
Scientific Revolution and Enlightenment are great ones too.

Some of these might fit better in the triggered modifiers system, but then that system would need some expansion.

The effects should be more pronounced considering these things need to tick up to happen. I'd say the colonial rush one should actually give you and extra colonist (but not require two colonists to start with but rather something less permanent) otherwise it's too similiar to colonial entuisiasm.

Let's ignore for a moment 'positive' and 'negative' 'disasters'. Perhaps all 'disasters' ought to have some benefits and some weaknesses. Sure some like civil war ought to be more negative than positive but still it'd be intresting. For an example, a bad situation in your homeland could lead to you losing basetax in your homeland but in return getting spikes of colonists in you colonies. Or a centre of enlightenement could get you culture quicker but also hollow out the power of a monarchy.

I like the use of the disaster mechanism to have a positive use, but dont call it disaster...
Also: For disasters, you want them to dont fire and thus you're trying to not get them. For the once in this thread, you wanna have them. I dont know if the AI is capable to get them. Like the center of enlightenment, the human mostly beat the AI, so it becomes a boost for the human. So it makes the game more easy for humans. I dont know if i like that part of the mechanism...
