The problem with the way Portugal is represented in the game is the fact that they built trading pots/forts around Africa and not colonies. So when you look at the 1500's (in the game) Portugal suddenly gets territory in Asia that is not possible with their colonial range. Their furthest colony is cape coast. In RL they built forts all around Africa, except those weren't colonies, but just places with a military garrison. Arguin was not a colony, but just a place where their ships would dock and trade.

The ideal solution would be to be able to built a fort/trading post in an uncolonized province instead of a colony. It would cost money require no colonists, but only provide a port and some trade power no tax, production or manpower. The idea of this was widely used by many countries also in the New World.
