No Step Back changed the infrastructure cap from 10 to 5. In my opinion this is a good thing, however there are some issues with this change. For example Portugal has five states:
  • Porto (3/5)
  • Guarda (2/5)
  • Santarem (3/5)
  • Beja (3/5)
  • Lisbon (3/5)
Four out of five states have three out of five infrastructure. The focus tree provides 3 ways to increase these:
  • Continue the public Works; +1 to all
  • Roads, Bridges, and Dams; +1 to all
  • Hydroelectricity; +1 to Porto, Guarda, Beja and Lisbon
Completing the first two focus options increases everything except Guarda up to the cap. This decreases the value of Hydroelectricity compared to previous versions (Mind you, it's still good without the extra infra.) I'm assuming this is an oversight with all the changes made, and I assume there's more countries with a similar issue.

Possible options to change this:
  1. Hydroelectricity; Change to tooltip to match the actual effect
    • Remove the +1 infrastructure to Porto Beja and Lisbon from the text
  2. Roads, Bridges, and Dams: Change to Railroads, Bridges and dams
    • Replace +1 infrastructure with +1 railway in state level

My opinion leans towards changing something mechanically rather then just fixing text, as it's just more interesting.
Changing the infrastructure bonus on Roads, Bridges and Dams also gives Guarda and Santarem up to four infrastructure so you don't just max out infra trough the focus tree.

Am I missing something obvious?

In my opinion the hydro-electricity one should give building slots + civilian factories rather than infrastructure, since that seems more fitting to what it represents.

It's actually a common problem with a looooot of nations; including the generic focus tree.
