Why would it? The key to American trade is the Caribbean. Portugal should perhaps get missions with better rewards for colonizing Brazil, like a higher settler increase/chance only in that colonial region.
In most of my games I see Portugal early colonizing Brazil. I just played a game where Portugal immediately colonized the northern coast of Brazil.
Portugal does tend to go for early Cuba/Dominica (along with Brazil) colonization, but they should because it is the best land. I'm against making the AI more stupid in order to make the game easier for the player.

The problem seems to be inflexibility of Castilian missions, if the tree depends on something that often doesn't happen. I personally don't mind it too much because when I play Castille I vassalize Portugal early, but I could see the game being improved by missions being adjusted.

Also, no one is talking about making the game "easier." The issue is that the AI's behavior is grossly ahistorical. Obviously, this is a game about alternate history, but Portugal literally never does the historical thing.
Castilian or English Brazil is 99.9% of my games, Portugal normally goes for Argentina in my games once its got caribas. They could rejig colonial range so Portugal always goes Africa first, and especially Cape Verde. If Portugal was hard coded to not go for canary Islands, or there was an animist tag there that castile could annex via event then we'd get more historical outcomes, as at present Portugal colonising canary Island means by the time its finished colonising it, its got tech to go straight to carribeanView attachment 673970
In my most recent game Portuguese Brazil was founded around 1505 and has about 20 provinces. Caribas was founded around 1525 and has only 6 provinces. Actually a smarter strategy of AI Portugal would've been to grab Caribas first.
If you want to talk about history, Portugal was bullied out of the Caribbean as well as most the New World by threats from Castile which had arrived much earlier. If Castile hasn't claimed the Caribbean by the time Portugal arrives, of course Portugal should colonize this rich land.
