I am looking for some suggestions on how to form Portugal.

The problem is how to carve some land. Muslim rulers are powerful and even if I manage to strike when they are weakened, they will instantly gang up on you when you win a battle or two. That's using holy wars.
Normal cassus belli is possible, yes, but gains are small for the effort (you still have to defeat entire realm and ally sends minimal support (400 men from king of France?))

I also tried to become vassal of one of Muslim powers with a plan to beat up their vassals until I could reclaim independence. It, in fact, started great - I was given second ducal title and took two counties in internal wars. But then king of France arrived with a holy war and took one of the titles from me in holy war (obviously this time Muslim rulers ignored the fact that one of them is loosing ground - no great coalition formed). It was even stranger as king of France was my personal ally through marriage with my rulers sister.

Also is there a point in usurping kingdom of Gailicia? How should I manage two king titles later on?

The key to beating the Muslims is to use the decision "Prepare Reconquest" rather than ordinary Holy Wars.

You will eventually want multiple King titles when you form the empire, but because it requires no Muslim Kings in Iberia, that's hard to do- but taking it off another ruler will splinter their realm down to duchy level.
