Portraits bug.

So I'm having a weird portraits bug.
I have done FRESH installs MULTIPLE times. I have ALL of the portrait pack DLC's currently available and they are ALL INSTALLED. I have VERIFIED GAME INTEGRITY multiple times as well. This issue is occuring in the VANILLA GAME and pretty much EVERY MOD as well. Excuse caps, just wanted to make it clear that I have tried many options as it appears that in other locations I've posted this, nobody seems to understand this.

The pic bellow is from AGOT as I haven't had the time to collect another image from the game, however as I have said, it is occurring in BOTH the VANILLA and MODDED game.
Whats going on?

My guess see with AGOT support because Paradox does support only for vanilla version of CK2.

Can people not read? I said this is occurring in vanilla AS WELL

well, if "vanilla as well", you can check your files with steam, check your mods, then provide the version of the CK2 patch you are using.

I have done this checked and double checked, I am currently running the latest update.
