You can only do that with revolutions, you'll see an export option in the optins menu.

yeah i have done that, but what do i do after as it hasn't come up on hoi for me to load.

There will be a folder, "exported games" in the same folder as the "saved games", copy\paste the exported save into the hoi save folder.
