I'm not sure what "homeland" means either though. It's certainly not as specific, in my mind, as what you're suggesting.
Does it have to be land-connection-to-capital? I.e. English lands on the continent don't count?
Non-colonial core? Then if you create a state in Cuba, those get it, but not if you don't?
Or do we want it to mean "home continent" instead? -- a thing that means a lot less ever since the "distant overseas" stuff got changed a few patches ago.
"Homeland" doesn't explicitly mean any of those things to me, and unlike the real world, the "colonists" don't actually board a boat and set forth in game, so we're referring to a parent nation, not their origin port. If it needs to mean one of them, it is still vague, even left as "homeland"
