Colonialism will be changed soon though, right? As of now it kinda screws anyone east of France because they simply can not get the range required to get an American colony this early. Colonialism regularily reaches northern Germany in only the 1540s (and I had one case were it arrived after the Printing Press had already spawned), which is pretty ridiculous.

You already have to do this for Renaissance though. You just can't spend like 1000 points on dev and keep up in tech and advance through your ideas.
So while you spend 1000 points developing and getting institution (development on its own is a pretty good thing!), howeverever many decades it takes for AI to catch up, they will waste those 1000 points on tech penalties.
I'm Brandenburg, so my biggest concern is Poland. Berlin is sadly pretty bad to develop as it is a forest (plus BB starts with terrible ruler and heir), and from me the institution will immediately start to spread to Poland. Plus Poland really really needs to die by 1500, so I can't affordto fall behind in Mil tech. If I develop berlin is always find myself 1-2 tech levels behind in all categories.
Yeah sure, but remember, the AIs around you almost certainly wont do it. So while you spend 1000 points developing and getting institution (development on its own is a pretty good thing!), howeverever many decades it takes for AI to catch up, they will waste those 1000 points on tech penalties. Depending on geography (where on the map you are) you can develop in an area that minimizes the AI benefiting from you!

Just FYI, in some cases the AI wil absolutely go crazy on development in order to get an institution. In my Kashmir game i had a Korea that developed Gyeonggi from 13 to 39 by 1542 so it could get Renaissance , and other players have seen Jaunpur and Pasai do the same.
Or it developed that much because its next to AI Ming, who likely warned them against wars, which meant that Korea had little else to spend their points on but development.
