This was changed. You were right, but the devs wisely decided the old system was too opaque.As you can see population limits the number of factories you can have... It is not the only factor determining the number of factories but it is one.
there is and it changes along time as each state's industrial capacity is partly based on population...(there are of course other factors but population is one of them) so it's surely something coded in the province/state files with different starting dates.
As you can see there is a population counter for New york state. 12M limiting the number of factory.

In december, we completely revised how you get factory slots in the game, as the previous system of three different caps, depending on hidden formulas for manpower & infrastructure was too obtuse for players, and impossible to balance.
Now the system is much more clear. Each state is set to a regiontype, which defines the basic amount of factory slots it has. Then we have various national focuses which will add to the cap of factory slots in a state, and finally there are various techs that give percentage bonus to how many factories a state can have.

Yes the game has population, but only a fixed amount per state. It doesnt get any deeper than that, since HoI concentrates about the war not about the internal economy like Victoria does. Actually if you look back you will see most remain exactly as announced. Some of the interfaces have changed slightly, but the core information about production lines, abstracted air combat in regions, states, division design, political power, naval combat, world tension, etc is exactly as you see in the WWWs.at this point it is save to say that most if not all stuff before dev diary 30 is obsolete by either being replaced entirely or being changed slightly.
Since we're talking about population I wonder if we mod in new states, or change the sizes of states will we have to research that manually to put in the right numbers?
Or is population in terms of game mechanics tied to actual provinces, so that if we move one province over to a new state the population in game will be transferred with it to the new state?
I doubt anyone but the devs would know, but I'm throwing it out there.
You are speaking of modding? There is no way to move provinces or populations to different states etc. in the standard game mechanics that I know of.
