Population sizes

From some of the screenshots it seems that the population of many provinces is surprisingly small. Is a province's population represented as: A) the total number of people living there, B) population 'units', or C) urban population? Thanks to those who reply.

I think it is the population living there.
But about the population being so low.... you must remeber that the game is set in 1492-1792.....those days the werent too many people that inhabited the world.

Its urban population of the main city in the province.

Dark-Teuton: The population was indeed lower back then, but not that low. Most of the larger European powers of that time had several million people, but in game terms they appear to only have a few hundred thousand at the most.

By the way, the population of the world in 1500 was around 400,000,000, over a quarter of which lived in Europe.
