Population Controls does not remove growing pops

So if you turn on pop controls you'll be stuck with an unusable tile on any planets you've got that species on... forever.

And it used to be you could use starvation to put the population growth into the negatives and get rid of the pop that way: well looks like that doesn't work anymore either.

Seriously irritating issue.

Agreed.

I tried waiting for a pop to finish growing so I could pause the game and then change pop growth, but the growth overflows and creates a new growing pop the same instant the previous growing pop is 'born'.

I'd like to see disabling pop growth cause growth decay for currently growing pops of that species.
