First I want to do a disclaimer: First, I love the pop system, second I love the new Tribesmen pop.

Here some corrections I suggest:

HISTORICALLY:
MENPOWER: CITIZENS They should provide manpower (almost all of it) as many citizen-army (hence the name) of republics like Rome or city states like Sparta or Athens of the period had the main source of troops from citizens to form the Legions, Phalanxes, etc. Second Class citizens (but free) like plebeians (rome), perioeci (sparta), metics (athens) almost has no influence in fighting until later. Monarchies and such ( no citizen based govement) should use more mercenaries.

TAX/COMMERCE: This should be granted primarely by productive forces and merchants, so this goes to FREEMEN (plebeians), also of course TAX to slaves, they werent taxed per se but where a mayor force behind citizen tax.

RESEARCH: goes primarily to citizens and a small quantity to freemen.

SO I WOULD do this CHANGES:

CITIZENS: research and menpower / bonus to commerce and perhaps little tax
FREEMEN: Tax, commerce / bonus to research, unlocks to menpower after MARIAN REFORMS ( as an example)
TRIBESMEN: GREAT as they are
SLAVES: GREAT as they are

Could add a PATRICIAN / NOBLEMEN class if a " nobility " class is required, with research, political and commercial bonuses.
