Population cap at 350k?

I'm playing on the Toronto map with population set at 300%.
I'm experincing that the population have stopped at 350.000 for a while. I figure it is a limitation to the game, but can it be a limitation to the map?

I don`t think it is game limitation.
Graphs are not very informative, may be population grows but sloooooow.

As I could see from screenshot, a lot of place on the map takes water and some city regions are not covered by public transport, so there is a way to city grow. People would be happy to move in if there are places to live. I have 46K population for several game months without any changes, building different transport lines all over the city, but population increased only when I build roads to unused terrain.

Just fine and very smooth at full graphical settings (no bloom because I think that's ugly).

My system: MB: Asus P6T Deluxe V2; processor: Intel core I7-950 OC @ 4.0 GHz; memory: Corsair Dominator 8183 MB DDR3 1333 MHz; system software: Windows 7 Home.
