How do you assign specific POPs to a specific factory.

If I have a state with a steel factory and a cement factory. Obviously I want the steel factory filled with my 40k state cultured POPs while my cement factory can be filled with the 4k non-state cultured POPs. How do I do that? AFAICS you cannot select a POP and assign it to a specific factory.

First you should remove all POPs and then you should fill the steel factory and later you should fill the cement factory. AI ranks POPs by their size. In that way your 40k state culture POPs would be assigned in steel factory and smaller POPs would be assigned to cement factory.

To elaborate on what FD says;

It ranks them by efficiency, which among other things depends on size. Other things are culture (state-culture better than others) and type (clerks being better than craftsmen).

As FD says, you should fill the steel factory first, since when you assign POPs to factories, it selects the most efficient one first. The reverse also holds true; when you remove POPs from factories, the least efficient are removed first.

The restrictions on how many clerks you can have will be followed, yes. The exact number will depend on the relative efficiency of the POPs; clerks are more likely to be more efficient, but won't always be.

However, you might have to be cautious in order to to avoid pop-merging when rearrangin pops. In my experience working pops do not merge with pops outside it's current RGOs or factory, but during or after reorganisation merging might take place. DO NOT leave the screen while reassigning pops - you might experience unwanted results.

You sure about that? I'd think that POPs can merge with other POPs that are located in the same province as themselves, but not that where they work would matter?

Yes, I think Rafiki's right. I've not suffered as much from POP merging as some peoiple have because I tend to rotate through my provinces converting craftsmen and clerks.

And as to getting specific POPs into factories, just make sure the ones you convert yourself are, as Rafiki said, more efficient than the ones you don't want. This means looking at size and culture. And you can just hit the Add worker button in the factory screen, if you're paused.

Yeah I can confirm it doesn't matter on the size of the pops working in the factory for merging. Even if they're all of the same culture and mergable, if they're not in the same province they won't merge. However later in the game depending where this factory is and if you have 600+ pops flooding into it than you can probably care less if they merge :) >thinking of East Turkestan, with a 4 year wait list on the expandable RGO's<

An issue to consider when assigning pops is making sure all your clerks find a place. I have had problems where I have tried to maximise production by converting enough clerks so that I am at the clerk limit for all the factories in the province. If I then empty the factories and refill them I find that I can end up with a few clerks left because one of the factories took too many craftsmen.

I am always running into this problem through converting the 90K+ pops to clerks and then messing about with all the factories when these pops split. Note that the limit is 2 clerks per factory level and never more clerks than craftsmen. I often expend factories and fully fill them simply so I can have 50% clerks rather than 40%.

Are you sure that in these cases, the craftsmen weren't more efficient than your clerks, e.g. due to culture or size?

As you suggest, the efficiency differences is the reason but still I want to make sure all my POPs are gainfully employed and therefore I need to make some factories less efficient than I really want to make sure all these odd clerk POPs get used up. This can result in a lot of messing about because you can't easily tell the clerk / craftsman ratio in a factory. I usually do it by actually counting them off on the POP window at the bottom of the factory view. All a bit complicated but the more clerks the better so you always want as many as possible even if they are small.

I did that in Manchuria. Have about 30 different cultured capitalists helping production, most are around the size of 5,000 with a few at around 10,000. The bonus they're providing is quite substantial.
