Isn't the ethic shift chance too low ? I don't know if this is intended or not, but I found out that even with heavy ethic shift chance modifiers, it doesn't happen that much. For example, i'm playing a game as a democratic crusader, fanatic egalitarian/militarist, and i wanted to give my militarist faction more support (currently 1% support, 13 pops out of 900+), I've enabled the encourage political thought edict(+50% ethic shift chance) and hearts and mind unity ambition (+100% governing ethic attration/+100% ethic shift chance), and even with all that, within 30 years of war, with a 22% militarist ethic attraction, i've never had a single new pop becoming militarist.
