The Pope should get income from other Catholic nations until its reduced during the counter-reformations, as well as the maximum amount of diplomats, with typically good diplomatic skill.
i was thinking this too, greven can you tell us what your plans are for the pope, if we play the papal states its like a whole new realm of power unlike a king.

There is already another thread on this. However, you are right that the pope needs more powerful, due to the fact that the Church was still dominant and strong in 1419.
