As the Ottaman's I am finding that a good amount of my brigades are unable to be reinforced because the pop behind them is too small. Anything I can do about this, or do I need to create new brigades?

You need more soldiers, increase their pay and raise taxes on the poor to encourage growth in the soldier class.

Be careful not to leave your stacks in territory and size that causes attrition. This will slowly drain your soldier pool.
