So pop growth is pretty busted in various ways. It doesn‘t make sense that an empire population should suddenly grow faster because it had more space. Colonizing low habitability worlds and resettling the pops, effectively using them as incubators is another strange and probably unintended result.

To solve those issues: make pop growth global. Then have a localized system to determine where pops grow or migrate. This would help greatly with various abuses of the system. It would help smooth lucky/unlucky starting positions. It would help making tall empires more viable.
Side note: Maybe robots could still use the current system because they are not so much bound by luck to find habitable planets, they could feel more unique that way.

Both pop_growth_speed and pop_growth_speed_reduction can be hooked directly into your admin cap.

pop_growth_speed being the additive value applied to a planet's growth like Nutritional Plenitude.
pop_growth_speed_reduction being the percentage value applied after additive values are calculated, an example being the 75% penalty from the food deficit.

Would either of those options suit your fancy?
I see some value in your original idea, but I dont think anyone but PDX could really accomplish it, and I dont favor the odds of them doing so.

Well, you probably could mod it. But I would very much prefer an official implementation. Your species screen showing populations and their growth would be so much more grand strategy imho.

That could be pretty interesting but it would be a massive shift in gameplay, not something that could be done in a small patch. This would really change the power dynamic and make tall empire much stronger, possibly much better than wide.

There would also need to be all sorts of modifier that happen over time to increase growth (having lots of empty housing should boost it and such).
