What about that?

I don't know what exactly will be the role played by ethnic minorities in V2 but as long as it is an important one I guess population exchange should definitelly be one of the options. Of course some rules should accompany this.

1) When you make the exchange it should costs you a quite important ammount of prestige to avoid doing it too often.

2) You shouldn't be able to offer money in return for pops but one could imagine offering territory

3) The incoming pops should definitelly be very poor and supportive of the governement.

4) A territory where an exchange occured should be considered core territory of the country of the pops that left anymore but core territory of the new country

5) You can get your "national pops" in exchange for others

I think it would be a good idea as this practice played an important role in the period covered by victoria in the Balkans and Eastern Europe

You're obviously not talking about immigration or cultural assimilation, so I'm a bit confused... You want to PAY for importing people from other countries? Something like an international slave market, but they're only slaves in transit (where they have their cultural identity replaced by the importer's), and when they arrive then they can live as free citizens who are very supportive of the government which imported them? :D :rofl:

I think he is skirting around topics that could be difficult talk about due to forums rules. Some states such as Ottomans/Turkey exchanged ethnic populations with Greece after new borders were drawn. It was a formal agreement and not strictly natural migration but it happened such limited times and could as easily be represented as natural migration in the game I don't see a point to it especially as its wide open to be used as an exploit or cause needless political debates.

Something similar happend after WWII, when Magyars living in Slovakia where "traded" for Slovaks living in Hungary (you know, with Hungary being part of Axis and such...). In the end it didn't work well and it is too rare to really deserve place in Vicky 2

The only forms of population exchange that were modelled in V1 were international emigration and internal economic migration. Other forms of "population exchange" were not modelled, in part because of the controversial nature of the exchanges in question and the potential for player abuse such potential systems could create.

My guess is that such systems will not be modelled in V2 either, much as HoI3 does not model the various forms of population transformation that occurred during the period 1936-1948.

And as this topic borders on what are considered non-discussion topics for this forum (see stickied rules at the top of the forum), there is really no need for further discussion.
