Anyone noticed that pop can decrease on a planet? I turned on the pop growth control because the planet has reached its optimal status and I just want to keep it stable. And I've double checked that the emigration rate is zero, and the "pop disappearing" icon is greyed out.
However, after a few years, the pop still decreased on the planet. I really don't know why. Did they just naturally die?
