I know Capitalist can build factories under certain econimical policy now. Is there any POP auto-promotion(peasents to craftsman and clerk) or I still have to promote them by myself?

It's a bit odd to see 90% of your population being Clerks and Soldiers, especially when all my Grandparents were farmers (and were most others in this part of the coutnry)
