As said in the thread title, I think "civilization that thinks extremely highly of itself" is something that should be allowed for the authoritarian ethic, without the requirement of the civilization being outright xenophobic.

Except that's not really the case. The xenophobe ethic dictates which species are allowed to have full citizenship in the first place, and the authoritarian faction has a demand for extranational authority.
