Suggestion: Make policies costing money and providing non-monetary benefits. It i sensless atm that I spend massive amoubts of money to get that level 3 advisor over a lvl 2 advisor just to spend that extra point for 10% more trade income. There is too much money in the game anyway. You could even implement a budget slider for policies. The costs for policies should increase with time and size of the realm. Having more policies than your limit makes them much more expansive. Ideas could lower the cost and raise the limit.
