Or why not free for everyone? Would really help with traffic, and more and more IRL cities, such as the Estonian capital of Tallinn, are doing it.

Some people really like policies :) We can't really say much about these before we're further in the development though. The basic idea is that you can set the policies globally to the entire map or for each district. All of them have some pros and cons and there will be different types with more or less effect in gameplay. However if you don't want to set any policies you don't have to. This is one of the additional features that suits some play styles but is not necessary for success in the game (like districts).

Can you setup one district with policies that will promote its commercial enterprise to becoming OCP (Omni Consumer Products)?

I like the idea of tying districts with policies. It could generate citywide economic and visual diversity pretty quickly. Echoing other users...

Green policies that reduce expenses in the long run: water/power usage, grid sell-back scheme (visual representation = backyard tank/ rooftop photovoltaic cells), recycling (visual = large municipal bin or special garbage truck)

Sustainability policies that impacts positively on health and retail : urban farming (visual = balcony/rooftop farm), plazas approved for (visual) mini local produce markets, pedestrian and service vehicle only zone (visual = self-driving vehicle, segway), pet litter control, GMO ban

Cultural/ Tourism district policies that foster retail/service growth: declare "Conservation Status" which stops all buildings from dynamic growth (equivalent of SC make historical, visual = entrance gateway or large signboard), Busking/ outdoor concerts allowed, Hawker Stalls allowed, outdoor smoking ban

Residential land value friendly policies: building height control (dynamic grow but with auto-height cap), noise pollution control (increase land value), car speed control

NIMBYs - not allowed to build within x distance: increase land value

Posting on Policies again (sorry! It's one of the bits I'm really looking forward to seeing). And this one is rather more speculative:

IF disasters make it into the game, can we have a policy/ordinance to enforce strict building controls/regulations and harden buildings against earthquakes (i.e. reduced probability of damage/destruction)? And THEN if you find a way to record building creation date could the aforementioned policy only apply to buildings constructed *after* the policy was implemented? So say you built a hospital before enforcing building regulations in the district, and then build a second hospital after setting the policy - the newer hospital would be more likely to survive an earthquake.

I think that would be useful in districts being far away from each other, if there is a huge amount of free space. Not useful in neighbouring city districts. That would be quite illogical, having One metro station free of charge, and the next one you have to Pay...

Well, since there's going to be both global (citywide) and local (district) policies I'd say free public transport fits best as a global one.

It depends on the size of the district and the layout of the map - if you've got several urban areas/small cities spaced out across the map then it might make more sense for any free transport to be confined within each of those urban boundaries and not cover inter-city travel.

The idea of tying disasters (or dysfunction/abandonment prevention) to district policies is an interesting one. Some policies that fit: fire insurance, mandatory fire-proofing construction, earthquake-proof construction (Many Tokyo tall buildings/ city blocks for example). Green and healthier districts are also less susceptible to virus outbreak.

I can't think of any policies could prevent comet attack.

Not sure if this has been mentioned anywhere? But will the policy tool be open to modding? Will we be able to create our own policies?

I'm enjoying the thought of making areas of the city more attractive to different industry/class of people though policies, going to create some wonderful contrasts!
