What's the difference between police station and headquarters other than that the latter serves more police cars? Its price is much higher than the ratio of these numbers would suggest. So has the headquarters additional ability? Its description mentions that it can react to multiple issues. What does this mean? How does it make headquerters better than the smaller police station?

The biggest benefit (at least to me) is that it can cover a much larger area. If you have plenty of money, I think it is definitely worth getting the headquarters.
