So I got curious about activities in the game so I started digging thru the config files.
The PoliceDefaults config file really wierded me out. The default time for a raid is 1000 days and in theory can be modified +/- 500 days. I dunno about the rest of you but I have never had a game go 500 days much less 1000 or 1500.
Curiously your notoriety is multiplied by 0 and added to that result....
[edit]After looking a bit closer I think this is a timer to determine when the police will basically ask you for a 'donation'. Once it does trigger it looks like it will ask for $1000 * Notoriety ?!? But it is the only timer I can find for the Prohibition Agency and FBI
I can't help but think there is something else weird going on because of:

Conjecture to follow: It is my belief that someone changed the notoriety system and broke raids. I say this because I have a hard time seeing anyone playing this game for a minimum of 500 days and be below 100 Notoriety.
