So I got curious about activities in the game so I started digging thru the config files.

The PoliceDefaults config file really wierded me out. The default time for a raid is 1000 days and in theory can be modified +/- 500 days. I dunno about the rest of you but I have never had a game go 500 days much less 1000 or 1500. o_O

Curiously your notoriety is multiplied by 0 and added to that result....
[edit]After looking a bit closer I think this is a timer to determine when the police will basically ask you for a 'donation'. Once it does trigger it looks like it will ask for $1000 * Notoriety ?!? But it is the only timer I can find for the Prohibition Agency and FBI

I can't help but think there is something else weird going on because of:

notorietyForRaidFaction =
{
["FACTION.CHICAGO_POLICE"] = { min = 0, max = 49},
["FACTION.BUREAU_OF_PROHIBITION"] = { min = 50, max = 89},
["FACTION.BUREAU_OF_INVESTIGATION"] = { min = 90, max = 100},
}

Since notoriety goes to 1000.
Conjecture to follow: It is my belief that someone changed the notoriety system and broke raids. I say this because I have a hard time seeing anyone playing this game for a minimum of 500 days and be below 100 Notoriety.

Some other interesting notes:
suspicionChangePerInvestigateDay = 6
suspicionChangePerDeflectLevel = -1
raidBuildingShutdownDuration = 92
closedSuspicionRate = 5

But hey maybe this is an old artifact file that does nothing. It happens....

I have been wondering about the police. It seems like they don't do a lot and based on the above does this mean that once you go beyond the max of 100 notoriety that no police action will be taken at all?

Yeah that's interesting. It may be an old artifact file, but doubtful. This would make sense why police is non-existent in games. I think you are right that a change in notoriety occurred where they upped all levels and then failed to catch implications of that decision. However, I also think they failed to look at timing too because 500 days is definitely too long as you stated. Especially since the developers made it so some games can be short, and with short games with limited factions and neighborhoods, it will never reach that point.

So yes, it's broken based on this one file at least. I have a hard time believing it would be a legacy file, but who knows.
