I am just wondering how Victoria will model the development of police services. The most well known may be Britains Metropolitan polce force, which was founded by Peel some time before the game starts. Copycat police forces were later founded in many contries.

In Britain and in say, France, there was a sctrict delineation between the Criminal police forces and the secret police. In countries such as Prussia, escpecially under "Bismarck's Sleuth Hound" Steiber, there was very little difference between criminal and secret police forces.

Good intelligence often decided the outcome of battles and wars. Prior to Tannenberg for instance, the German intelligence serice (Abwehr) cracked the rather simple Russian codes and learnt that the Russian armies could not advance together, which allowed the Germans to destroy one. The British had their successes too, reading the German naval signals and the Zimmerman telegram.

Obviously there are also the embarassing goofs. McLellan, the Union commander of the American Civil War relied on Pinkerton's Detectives for much of his information, who constantly overestimated the strength of the forces opposing him.
