If it's included with every version of the game, for free, forever, I'm not sure what the purpose of even splitting it off and calling it DLC is? Shouldn't it just be part of the game?

The Polish DLC stuff was commissioned by Paradox but not made by them, but by a third-party Polish developer for them. It was intended to be released as a mini-DLC pack after HoI IV was already out, but because HoI IV's release date has been pushed back several times the Polish DLC stuff is now finished, and so rather than release it post-launch (original plan) they no longer have to do that, so it's going to be available on day 1.
It's an extra content pack included with every version of the game.

It was probably completed after the release candidate was submitted.
