Poland and Hungary should have historical friends modifier

Poland and Hungary had close ties since Middle Ages, dating back to about 100 years before the start of the game. Meanwhile in EU4 Hungary usually rivals Poland, making the PLC conquer it later. To reduce the possibility of such awkward situations(and make it more historically accurate), they should have a historical friend modifier.

Well, balance in Europe(at least Eastern) is already pretty bad with PLC, Russia and Ottos usually taking all of it... and then having the latter 2 swallowed by PLC. Is there any way to make it even worse?

Yes, by basically giving Commonwealth 30K free troops at the start. Poland already gets Lithuania for free, Hungary gets a guaranteed alliance with Austria. Do they need any more buffs?
