PoE's urban political thingo is just criminal cartel v law and order people v populists.
Since then, I've had the chance to get the game (though not finished yet), and yes, the available factions in the main city could be said to be a little limited in that sense. From what I've seen up to this point, there are still chances to commit questionable acts in minor quests, but certainly not at the levels reached in Kotor II and MoB.
Because they used there whole army for it. But they don't do a good job at protecting the merchants and the streets. That's pretty cleary stated ingame. They don't have enough power to controll a large territory.
Long term? 4 presidents in 100 years is very few. Not even Germany has something like this. And it's pretty obvious the Republic is very corrupt. The NCR is more like some South American Banana republic.
Yes, many sources in New Vegas claim that the NCR is overstretched and corrupt, their government just "expects" everyone to see them as the only reasonable option to rebuild civilization and bullies into submission those that do not comply.
