As it stands, the current shared Baltic industrial focus tree is extremely overpowered. You can get insane amounts of military factories, civilian factories (both on and offmap), and dockyards, not to mention all of the industrial national spirits they get in that same tree, as well as in their respective political trees. This can lead to situations where each of the Baltic countries has 25-30 factories by 1939. Not only does this not make any sense if you take into account the fact that all of those countries combined have a population of less than 6 million people, it also creates balance issues where, if you manage to unify the Baltics, you will have about as much industry as Germany does at the start of the game.
And while you're at it, please fix the French industrial focuses that give them factories. Currently they give factories without any building slots, which can lead to states going over their building slot limit. The focus tree has been in the game for almost a year now and it still hasn't been fixed.
