As it stands, the current shared Baltic industrial focus tree is extremely overpowered. You can get insane amounts of military factories, civilian factories (both on and offmap), and dockyards, not to mention all of the industrial national spirits they get in that same tree, as well as in their respective political trees. This can lead to situations where each of the Baltic countries has 25-30 factories by 1939. Not only does this not make any sense if you take into account the fact that all of those countries combined have a population of less than 6 million people, it also creates balance issues where, if you manage to unify the Baltics, you will have about as much industry as Germany does at the start of the game.

And while you're at it, please fix the French industrial focuses that give them factories. Currently they give factories without any building slots, which can lead to states going over their building slot limit. The focus tree has been in the game for almost a year now and it still hasn't been fixed.

For historical playthroughs, this isn't a problem since they're always annexed by the USSR and those factories mean almost nothing as the Baltics are not core for them, which means they make significantly less use out of the factories. As for non-historical games, let them have the factories, it's for the memes anyways.

Agreed.

As a Baltic country you can at least triple your entire industry in a year or less, makes no sense at all. There aren't many countries in the game that have that powerful industry focuses and the countries that do are big majors so it makes sense.

Offmap? Where the heck is that even supposed to be? In a parallel Vicky3 game or on Mount Doom in Middle-Earth - next to the Polish wannabe nuclear reactors and / or other wishful thinking assets?

Why not leave it as it is, embrace the fact this is a non-realistic, alt history game and instead suggest that every country get relooked at to match this level of bustedness?
Countries from BfB can double or triple their economy, and Turkey, a relatively irrelevant state in WW2 but very relevant post ww2 has a larger focus tree than...well, anyone. I mean hell, Poland used to have the same problem Italy still does, in that it barely has a focus tree and is more or less hard locked in place. Germany, France and UK have relatively weak trees that just focus around 'prepare politically, not materially for the war.'

Why not leave the balts alone and just say 'go back to the majors and add in some industry buff there.' Especially now that we just got slapped with production nerfs on tanks.

I mean, while yes the balts have insane industry focuses, they have no manpower even when united. It's kinda pointless to have such great industry but unable to use it. Suppose they can just give all their stuff to Germany or whoever their leader is lmao.

You get the manpower from focuses. Some are direct adds, others are 'you get this core state'. It's also expected that you'll now join an alliance if you survive, so you lend your supplies to others.

Also keep in mind, especially on the civ side, this likely was done because of the fact they just added in two new building you -have- you build. Hubs and rails? They probably did it to make sure they didn't underpower these guys in light of the new system. Better to have 'this is too op!' than 'you released new foci trees in your DLC that have 0 interaction with the new system you added, these guys are weak!'

I'd like to think they learned from the mistake of French/German Focus tree from Resistence...

Eh its still not that much manpower. Maybe one full army of 24 units. And yes, in the late game they'll be able to do something but hte baltics really only get the manpower in the later stages.

Let's not forget Greece getting 8 factories from one focus when it only starts with 11.

Hold on, how many factories do the Baltics get from their focuses? Bearing in mind that the Generic Tree is 6 infra, 4 Civs, and 3 Mils in 8 focuses... I'm scared now.

Originally, the Offmap Industry served a realistic purpose: To portrai industry influx from OUTSIDE your country. For example, if another country gives your weapons (e.g. Burma Road in WtT). Then, paradox started to abuse the system, as they always seem to do...

The French focuses that come right before that give slots though, so all you have to do is to not fill them. And even if you do, factories will be added as long as you don't exceed 25 factories.

And these aren't even all of them. I counted and they get 41 factories through their democratic and industrial focus tree. Fourty-one! For Estonia!

There is no way the people who made this ever played the game, that is an obscene and completely unnecessary amount of industrial power for a country that can hardly field 4 divisions due to manpower limitations.
That's Estonia building more Military factories through Focus than the entire United States military industry in 1936.

The French focuses that come right before that give slots though, so all you have to do is to not fill them. And even if you do, factories will be added as long as you don't exceed 25 factories.
I'm talking about the first focus in the naval branch, as well as some foci in the political branch that give you factories without any slots. Funnily enough, some of the foci in the political branch do actually give you slots, while others don't. Those have the potential to go over the building slot cap and prevent the player from building any more factories in those states.
