Please make the game not close down when subbing to a mod

Since so many mods are Steam only, you have to subscribe to it in order to download it, problem is, subscribing to a mod closes down the game, which means I can't download flag mods and open them up to see how the flags look while playing MP with friends. Which is unfortunate since I spend a lot of peacetime making/looking for mods.
