please help the newcomer about the tribute

hi guys, i'm a newcomer of this game.
please answer me a few simple questions about Tribute.
1. when i use the rome, and defeat, for example, carthage. i want to push carthage to offer me tribute per month, but when i click the "plus" button, the amout didn't increase, remained zero.

2. and can one country offer per month tribute to two contries? e.g. numidia has already offer per month tribute to carthage, can it also offer to my rome?

3. when i start a war towards a small country, what else valuable treatment can i expect if i couldn't receive the per month tribute? could u give me any clues?

Have a closer look to the 'plus' icons. If any of them it's white on black, be it tribute or payment, thay cannot offer it toyou. I think they can't offer tribute if their budget is in deficit, and can't offer payment if their vaults are empty.
Be careful with tributes, though. DOW to a tributary carries a huge penalty, and your senate will not always agree to cancel the tribute.
Yes a nation can pay tribute to two or more nations.
As for peace options, besides tribute or payment, you can ask for occupied provinces or for them to renounce cores that they may have in your provinces. Or you can annex them if they are limited to one or two provinces and your score is 100%.
