Please Help: How to get rid of habours from the costal provinces?

In current CK, the troops go out to sea from every coastal province and land everywhere. I'd like to limit the harbours from which the troops set sail. I think it's better that the troops can leave port only from the provinces of "spreadneibors". And of course the landing places should be limitted.

I attempted it by editing "province.csv".

to

105;PROV105;Vannes;France ;Aulne;[COLOR=DarkOrange]0[/COLOR];Forest;0;frankish;3;BRIT

I edited "Seazone" section, but it failed. Regardless of Seazone"0", the troop could leave port in the same way of Seazone"862". The only difference of this was whether the anchor sign appeared or not.

So, could someone tell me which section or file should I alter?

I doubt that is possible.

I think harbours only reduce the costs for transportations, so you wont be able to limit transportation completely.
