We have no plans adding such a chain. Such a chain would make as much sense as Spain and Portugal fusing into Iberia.
But, do you not have that as one of your event chains, where the CNT-FAI get cores on Portugal. If I remember correctly you once had an event chain for Norway to go Syndicalist, in which case why not have Germany answer with bringing Sweden into it's alliance, and the winner getting Scandinavia.
Pan-Scandivanism had already died out by 1864 and the disastrous Second Danish-German War. Despite the notion of the 'three brothers' uniting seems very appealing to a sizeable minority these days, I do not think that there'd be any support for such a movement in the KR timeframe.
