I still think it should be changed so the AI tries to summon a few counties back from the nearest border to your country. It's rarely a massive issue, but it can lead to problems with massive AI empires who have to march their army all the way across their own territory to fight you. (And risk supply problems, etc.)Its not a bug, its design. AI only uses non capital rally point if being raided. This would have to effect all ai which would have unforseen effects on general ai performance.
I believe what you're seeing in those raiding scenarios is the local vassal raising their troops to fight off the raiders - vassals will do that if they have the means to oppose the raiding force.Its not a bug, its design. Sometimes vassals sometimes local troops.
