so from what i can see, there are a few common complaints with a china DLC:
optimization- so as we know, whenever a new major patch/DLC comes out like with horse lords, the accompanying optimizations mostly just cover for the new content. however, as successive patches roll out, the optimization gets better, and the vast level of technical variances between all of our computers becomes less of an issue. should a DLC come out that flat out adds all of just china and continental SE asia (not including indonesia and japan); yes, it will have a DEFINATE impact and the game will be slower. BUT with time, patches, and further optimizations, this will become less of an issue. maybe game speed will return to the best 2.4.X levels, maybe it won't. time will have to tell.
hardware- ok so this one is a personal thing for me. i have a stock HP pavilion P7-1020. by no means is it a performance computer, but it does the job. never have i played CK2 or EU4 and not have had some lag. in fact before 2.4 and HL, whenever i raised my levies, my game slowed to a freaking crawl. but i play it anyway even though my computer kinda sucks (this patch though has done wonders for my framerate though). in all, it's a matter of personal preference and lag tolerance. i have a suboptimal computer, so why do i play a game even though it can be unbearable sometimes? because i like the game. that's why.
engine- CK2 uses the 2.5 version of the clauswitz engine. its a solid engine and there's not much more to say.
china- and the controversial subject itself. i personally want east asia added into the mix. like tufto said, having the old world without all of the old world means you have an incomplete world. and mods like .Me's old All Under Heaven mod and Umbra Spherae prove that the concept isn't doomed from the start. back in 2.1.6 (AKA RoI hell days) with All Under Heaven, i played as the japanese emperor for about 50 years, and yeah while there was plenty of lag, it was still fun. and while i haven't played umbra spherae and eagerly await Tianxia; just think; those are unofficial (meaning not optimized) and feature-wise incomplete.
to sum this all up, china, japan, indonesia, and phillipines are very much doable for the Johan & Co. it will be bumpy, it will be awkward and irritating at first, but there IS a light at the end of the tunnel.
also, since this helps, when you open the launcher or are playing the game (it doesn't matter which); hit ctrl-shift-esc; in processes there should be "CK2game.exe *32"; right click on it and go to Set Priority and then click on High to allocate more CPU power to CK2; then (provided you have a quad core) go to Set Affinity... and then DISABLE just one of you 4 cores. idk the technical aspects behind it, but it does help with the lousy multithreading. the performance boost should be noticable.
