by the beginning of vicky timeline, slavery was being phased out indeed.
leave aside the fact that slavery in a noticeable scale hasnt been a reality in mainland europe. (apart from eastern europe, where serfs were almost slaves, but still technically not). spain outlawed slavery shortly after they started to settle in americas, but slavery continued like something resembling the serfdom in eastern europe. other european powers resorted to slave labor in colonies, but by the start of vic timeline it was already phased out in many south american countries as they gained independence.
slavery in middle east existed until 20th century. ottoman empire only outlawed slavery in 1889 in law, but even after that slavery continued as contraband.
it is said that in some parts of middle east, slavery still continues, since there is little outside authority to track powerful clan leaders, sheiks and so on.
harsh serfdom was abolished in 1861 in russia. up till this time you could say there was slavery there.
its a historical realism question after all.
however, looking from the historical timeline, we can say that at the start of vic timeline, no nation that was practising slavery was able to make a difference in regard to economics compared to liberal and free countries. even in usa the locomotive power of the country came from industrialized and free north and west. the very reason russia abolished serfdom was that they hoped they could turn serfs into small landowning citizens, and therefore kickstart a market economy.
so we can easily say that slave labor didnt provide the countries which practiced with any noticeable advantage.
government could buy slaves. in russia state owned serfs were emancipated in 1866, 5 years later than private owned ones.
it all depends on what you call a slave, and what you call a state.

I think in the previous Dev diaries, slavery was a law you can institute, but you, as the government cannot simply buy slaves.
